The submission proposes introducing new technologies and institutions in order to decentralize global governance to participatory and deliberative models. Recognizing the limitations of nations states in creating solutions to adequately govern global commons, which are often perceived as counter-productive to national interests, this proposal suggests combining a blockchain based global identity system with an AI-based collaboration platform to fuel citizen collaboration and ideation around policies and budget suggestions, as the entry point for decentralized citizen participation in governance. AI tools help augment ideas, provide trade-off analysis capabilities to test the merits of competing ideas, provide macro sentiment tracking, and safe environments for simulating popular ideas gaining traction from the bottom-up prior to any implementation. Real-time implementation and impact trackers also provide greater accountability loops for ideas created and implemented, allowing for quicker course correction. The technology supports the creation of new local and global institutions to help create relevant and pragmatic solutions for stewarding local, national, and global commons. Institutions include a ministry of ideas and global library of past policies from every applicable jurisdiction, citizen parliaments at local, national and global levels allowing for bottom-up policy creation and liquid democracy features, and a global parliament of mayors, which act as mixed international and internet-based constituencies and new legal jurisdictions that counter balance the strong agenda-setting role nation states play in determining governance preferences and approaches. Justice would also be decentralized and provided through an open-source, legally binding system leveraging algorithms that eliminate opportunities for corruption/collusion by allocating the right experts for the right problems globally.
